People of the Mainland China Area

How do I apply online for the approval of entry into taiwan for study?

I.
This information is established for the relative procedures for online application of tertiary education and above in Taiwan by students from mainland China and procedures for various visa applications.
II.
Applicable candidates:

First time applicants from mainland China who fulfill the requirements for education in Taiwan according to the “Citizens of mainland China coming to Taiwan for tertiary education and above Act” article 2 and 22. Hereinafter known as Education of China Students Act.

IV.
Required documents:

1.
Application form:


Please register using the “Online application system for short term visits by citizens of Hong Kong, Macau or China” found the in the website of the National Immigration Agency: http://www.immigration.gov.tw/mp.asp?mp=mt. No printed version is required.

2.
National identity card of mainland China, or passport for citizens of mainland China with validity of more than 6 months is required for third part application.

3.
A 2-inch colored photograph with white background taken within 2 years. The attached photo must be in accordance to the requirements of the national ID card and the photo must be identifiable as the same person on the national ID card or passport. The application will be denied otherwise.

4.
Letter if indemnity


(1)
The school must appoint a party as the guarantor of the student from mainland China and provide a letter of indemnity.


(2)
Issues regarding the aforementioned guarantor will be processed according to article 20 and 21 of the “Act for professionals of mainland China visiting Taiwan for professional events”.

A copy of the acceptance letter issued by the school. In addition, students visiting Taiwan for education under the approval of article 22 of the Education of China Students Act announced by the Ministry of Education must provide a copy of the formal approval letter and student list issued by the Ministry of Education. The list must be submitted by the University Entrance Committee for Mainland Chinese Students and the school is not required to submit the document.
V.
Application procedure and permit issuing:

1.
Application procedures:


(1)
The application must be filed to the “Online application system for short term visits by citizens of Hong Kong, Macau or China” using the school’s account and ID.


(2)
The school must verifying all supporting documents stated in point 4 item 2-6 in this information and upload the scanned files onto the “Online application system for short term visits by citizens of Hong Kong, Macau or China”. A softcopy of the entry/exit permit may be downloaded from the system after approval and payment by the school in PDF format.

2.
Permit issuing:


(1)
The permit may be downloaded and printed by the school and send to the student in mainland China.


(2)
The permit may be downloaded by the school and emailed to the student in mainland China for printing.

3.
Attention:


(1)
To ensure the printing quality of the permit, please use the latest PDF software to open and print the permit.


(2)
Please use an A4 paper and laser printer to print the permit issued by our agency.
VI. Fees:NT$600 per person, paid during the online application.
VII.
Evaluation time:

2 working days are required for the evaluation, i.e., 48 hours, excluding weekends and public holidays. Evaluation time will be recalculated upon submitting of missing documents.
VIII. Permit validity:

A single entry/exit permit will be issued and the permit will be valid according to the duration stated on article 9 clause 1 and 2 stated on the Education of China Students Act. Students from mainland China must visit Taiwan within the time specified on the single entry permit and register to the school.
IX.
Relative issues:

1.
Misplaced permit prior to arrival must be processed according to point 5 item 2 of this information and delivered to the applicant after printing. Reapplying for the permit from our agency upon arrival is prohibited.

2.
Please visit our service center located in various cities or counties with a certificate issued by the school for misplaced permit after arrival in Taiwan and a multiple entry/exit permit will be issued. If immediate departure is required prior to the replacement of the permit, please apply for a single exit permit through the school’s online system and the permit may be printed online.

3.
The application will be denied or the permit will be terminated during any of the following events for students from mainland China applying to receive education in Taiwan, or those who have been granted entry after school registration:


(1)
The student has received education in Taiwan previously but was expelled from the school and the latest departure from Taiwan is less than 2 years from the new application.


(2)
The certificate for the highest level of education received is not acknowledged according to article 10 clause 3 of the Education of China Students Act.


(3)
Involvement in violence or terrorism organizations and events.


(4)
uspected involvement in civil convulsion or foreign aggression.


(5)
With criminal records or records of criminal conduct in Taiwan.


(6)
With current employment in administrative, military, political parties or other government organizations in mainland China.


(7)
Those fulfilling any of the conditions stated in the article 18 clause 1 of the “Taiwan and mainland China peoples’ relation Act”.


(8)
Violation of other laws or regulations.

4.
Those fulfilling any of the conditions stated in the article 18 clause 1 of the “Taiwan and mainland China peoples’ relation Act” may be denied of entry into Taiwan for 2-5 years. Those fulfilling any of the conditions stated in article 18 clause 2 or 3 may be denied entry into Taiwan for 1-3 years from the day of previous departure.
