People of the Mainland China Area

How do I apply online for the approval of entry into taiwan for study?

I.
Compliance with law:Citizens of mainland China coming to Taiwan for tertiary education and above Act. Hereinafter known as Education of China Students Act.
II.
Applicable candidates:Students from mainland China in accordance with the Education of China Students Act article 2 and article 22.
III.
Application representative division, including third party application in foreign countries:Schools informing about the acceptance.
IV.
Required documents:

1.
Application of single entry visa:


Students from mainland China must present the following documents for the application of the single entry visa upon notification of acceptance into the school or visiting Taiwan for education after approval by the Ministry of Education:


(1)
A completed application form for citizens of mainland China visiting Taiwan for education with a photo taken within 2 years measuring 4.5cm x 3.5cm, without hat, without colored glasses, with distinctive features enabling identification. The head must measure within 3.2 to 3.6 cm printed on a gloss photo with white background. The photo must not be edited or modified using computer software.


(2)A copy of the acceptance letter issued by the school. In addition, students visiting Taiwan for education under the approval of article 22 of the Education of China Students Act announced by the Ministry of Education must provide a copy of the formal approval letter and student list issued by the Ministry of Education.


(3)
National identity card of mainland China, or passport for citizens of mainland China is required for third part application.


(4)
An authorization letter stating the school’s application on behalf of the applicant for the procedures on the entry to Taiwan.


(5)
Letter of indemnity issued by the school or a designated party.


(6)
Fee for application: NT$600.

2.
Replacement of multiple entry/exit permit:


Students from mainland China must visit Taiwan within the time specified on the single entry permit and register to the school. Please return the original copy of the single entry permit with the following documents for the school to apply for the multiple entry permit on behalf of the applicant:


(1)
Please fill in the application form for visa extension, visa application, or visa replacement.


(2)
A copy of the visitor’s pass to Taiwan for citizens of mainland China.


(3)
A health examination certificate issued by a hospital authorized by the Ministry of Health and Welfare for the health examination of foreigners.


(4)
Please return the original copy of the single entry permit.


(5)
Authorization letter.


(6)
Fees for application: NT$300.

3.
Multiple entry/exit permit visa application:


(1)
Please fill in the application form for entry/exit.


(2)
Letter of approval for exiting the country issued by the school.


(3)
Authorization letter.


(4)
Fees for application: NT$600

4.
Extension of multiple entry/exit permit:


Students from mainland China who needs to extend the duration of stay in Taiwan due to educational purposes must apply for the extension of the multiple entry/exit permit with the following documents 1 month prior to the expiration of the duration of stay allowed on the permit.


(1)
Please fill in the application form for entry/exit.


(2)
Authorization letter.


(3)
Certificate of education status and formal letter issued by the school.


(4)
A copy of the visitor’s pass to Taiwan for citizens of mainland China.


(5)
Fees for application: NT$300.

5.
Departure within 10 days:


Students of mainland China who needs to departure the country due to reasons such as: expelled by the school, suspension, change of student identify and etc., must submit the following documents to the school for application of a single exit permit on behalf of the applicant within 10 days prior to the departure.


(1)
Please fill in the application form of the single exit permit.


(2)
Suspension/discontinuation of education certificate.


(3)
Fees:



a.
NT$300 for those with multiple entry/exit permit without visa.



b.
Application fee is not required for those with multiple entry/exit permit with visa.

6.
Transfer of school or further education:


Students from mainland China who have graduated and wish to pursue further education or who have transferred to another school for education must apply for the replacement of the multiple entry/exit permit after registration to the new school and the application must be filed by the school on behalf of the applicant.


(1)
Please fill in the application form for education in a new school.


(2)
Authorization letter.


(3)
Letter of indemnity.


(4)
Fees: NT$300.
V.
Attention:

1.
For replacement of entry/exit permit according to article 2 of the Education of China Students Act, the multiple entry/exit permit is valid for 2 years upon the replacement. For replacement of entry/exit permit according to article 22 of the Education of China Students Act, the multiple entry/exit permit is valid for the duration of education stated by the Ministry of Education. A 1 time entry/exit is permitted within 6 months upon the application of visa within the validity of the multiple entry/exit permit, but for those with visitor’s pass to Taiwan or passport issued by mainland China with validity less than 7 months, the visa is valid only till 1 month prior to the expiry of the visitor’s pass to Taiwan or passport.

2.
The items for health examination must fulfill the requirements stated by the table of health examination items announced by the Ministry of Health and Welfare. In accordance with article 10 clause 4 of the Education of China Students Act, students from mainland China must complete the health examination within 7 days upon arrival and the Ministry of Education may request for a certificate of health examination issued by healthcare organizations in China or International Travel Healthcare Center certified by a notary public of China upon arrival depending on the epidemic needs. The certificate will be submitted to a designated organization or authorized non-government organization for authentication upon arrival.

3.
The applicant’s school must submit all required documents within 2 months upon receiving the notification for missing documents. Failing to submit the required documents within the designated date will result to declination of the application.

4.
According to article 9 clause 1 of the Education of China Students Act, a single entry/exit permit will be issued to students of mainland China upon notification of acceptance into the school. The student must arrive in Taiwan within the designated date for registration. The school must inform the National Immigration Agency on students who have arrived in Taiwan but failed to register to the school within the designated date via a written notification and the student must depart the country within the validity of the single entry/exit permit. Failing to do so will be regarded as overdue stay and violators will be deported.

5.
Guarantor: Students of mainland China must depart the country within the validity of the entry/exit permit. Failing to do so will be regarded as overdue stay and violators will be deported.


(1)
The school must appoint a party as the guarantor of the student from mainland China and provide a letter of indemnity.


(2)
Issues regarding the aforementioned guarantor will be processed according to article 20 and 21 of the “Act for professionals of mainland China visiting Taiwan for professional events”.

6.
The application will be denied or the permit will be terminated during any of the following events for students from mainland China applying to receive education in Taiwan, or those who have been granted entry after school registration:


(1)
The student has received education in Taiwan previously but was expelled from the school and the latest departure from Taiwan is less than 2 years from the new application.


(2)
The certificate for the highest level of education received is not acknowledged according to article 10 clause 3 of the Education of China Students Act.


(3)
Involvement in violence or terrorism organizations and events.


(4)
Suspected involvement in civil convulsion or foreign aggression.


(5)
With criminal records or records of criminal conduct in Taiwan.


(6)
With current employment in administrative, military, political parties or other government organizations in mainland China.


(7)
Those fulfilling any of the conditions stated in the article 18 clause 1 of the “Taiwan and mainland China peoples’ relation Act”.


(8)
Violation of other laws or regulations.

7.
Those fulfilling any of the conditions stated in the article 18 clause 1 of the “Taiwan and mainland China peoples’ relation Act” may be denied of entry into Taiwan for 2-5 years. Those fulfilling any of the conditions stated in article 18 clause 2 or 3 may be denied entry into Taiwan for 1-3 years from the day of previous departure.

8.
Students of mainland China who needs to departure the country due to reasons such as: expelled by the school, suspension, change of student identify and etc., must depart from the country within 10 days from the effect of the cause and failing to do so will be regarded as overdue stay and will be taken into account during future applications. Students who have fulfilled the graduation requirements may depart from the country within 1 month after the graduation.

9.
Students from mainland China who have been granted acceptance by a new school after transferal examination or in pursuit of further education according to article 14 of the Education of China Students Act are not restricted by the regulations of departure but must apply for a replacement of the multiple entry/exit permit from the National Immigration Agency via the school.

10.
Students from mainland China who have renounced the student’s identity due to change in purpose of visit are not restricted by the regulations of departure and the respective regulations for the new intended purpose will be applicable.

11.
The school must inform the Ministry of Education, Taiwan Mainland Committee, and National Immigration Agency via a written notification on students from mainland China who have been expelled by the school, suspended or loss of student’s identity within 3 days from the effect of the cause. The school is responsible for students who fail to depart from the country within the designated date.

VIII.
Other issues such as: visiting of students by family from mainland China:

1.
Applicable candidate:


Spouse or 2nd degree relatives of students from mainland China receiving education in Taiwan for associated degree, bachelor’s degree, master’s degree, or doctorate according to the Education of China Students Act. Please refer to the “Information on application of citizens of mainland China applying to visit Taiwan – visiting of relatives, extended care” for relative information.

2.
Duration of stay:


The duration of stay must not exceed 15 days and is limited to once per semester and no extension is allowed. The number of application is not limited for students from mainland China who have been hospitalized due to injury or disease during stay in Taiwan and extension of stay is limited to 1 month each time.
