People of the Mainland China Area

Status confirmation

I.Those who apply for permission to stay in Taiwan due to economic, social, political, educational, scientific or cultural projects.

II.Those who apply for special permission on a case-by-case basis out of political, economic, social, educational, science-tech or cultural consideration.

III.The relevant information: the notice for people of the Mainland Area applying for specific permission on case-by-case basis to have a long-term residency in the Taiwan Area.

Who will deliver those documents?

Mailed applications may not be accepted.  Apply in person or authorize friends or relatives, immigration service organizations, class-A travel agencies or above to apply to any local service centers of the NIA.

Who are eligible for application?

People of the Mainland Area who apply for permission specifically on a case-by-case basis to have a long-term residency in the Taiwan Area out of political, economic, social, educational, science-tech or cultural consideration as referred to in Article 17, Paragraph 4 of the Act Governing Relations between the People of the Taiwan Area and the Mainland Area.  The identity code is D1070.

Required documents

I.A residency application form and a photo in color taken within two years in 4.5cm length and 3.5dm width where the head is not wearing a hat, glasses with tinted lenses, clearly visible without any covering, between 3.2cm and 3.6cm of the image's total height from the bottom of the chin to the top of the head.  The photo shall also be taken in full face and half body in front of the white background, printed out with thin glossy color paper, and shall not be modified or use photomontage.

II.An Exit and Entry Permit in the Taiwan Area.

III.Letter of Guarantee: the relevant letter of guarantee for the Taiwan citizens who meet the following criteria should be provided:
1.Those who have attained the age of 20.
2.Those who have possess sufficient property or professional skills.
3.Those who do not have records in violation of Article 6, Paragraph 1 of the Regulations.
4.The guarantor shall provide a letter of guarantee with a signature or a stamp and submit it to the NIA for examination.

IV.A certified certificate of Criminal Records.  Minor applicants are exempted from these rules.  Those applying for a limited quota shall provide the certificate when the quota is imposed.  The supporting documents issued within the recent three months from the mainland or overseas are required and subject to the approval of the Straits Exchange Foundation or our offices abroad.

V.A satisfactory health examination certificate issued by hospitals designated by the Central Competent Health Authority.  Those applying for a limited quota shall provide the certificate when the quota is imposed.  The certificate should be issued within the recent three months.  Those who are living in the Mainland Area or abroad can replace it with an affidavit and submit the original after entering into Taiwan.

VI.A photocopy of certification from the Mainland Area valid for more than one month when applying, a photocopy of Resident I.D. or a photocopy of any other supporting documents proving the applicant’s residency.  Any certification collected shall provide a depository receipt.

VII.A certificate proving the qualifications for long-term residency, i.e., the supporting documents issued by governing authorities as referred to in Article 18 to 22 of the notice for people of the Mainland Area applying for joint-family residency, long-term residency or permanent residency in Taiwan.

VIII.Other relevant supporting documents: If necessary, the NIA may require the applicants to submit other supporting documents.

IX.Certification fee is NT$900 and the prepaid registered envelope containing the recipient's name and address.

X.Power of Attorney: those who authorize others to apply should attach a power of attorney and sign or stamp on the signature area for the representative of applicants.  Those who authorize travel agencies to send application and add the stamp of travel agencies or the representatives on the application form shall not provide a power of attorney due to travel agencies on behalf of applicants.

Guidance notes

I.Those who are eligible for a long-term residency due to permission specifically on case-by-case basis for two consecutive years and have lawfully resided in Taiwan for over 183 days annually are qualified for permanent residency application.  If less than 183 days for the year of long-term residency in Taiwan, it may not be calculated into the two-year duration of stay.  Those applying for permanent residency but do not stay for over 183 days annually have to postpone the application.

II.Attention please.  Those leaving Taiwan less than three months each time during the stay in Taiwan are exempted from a satisfactory health examination certificate and a criminal record certificate when applying for a permanent residency.

III.Attention please.  Those people of the Mainland Area obtaining a household registration want to return to the Mainland Area for household registration or apply for a mainland passport will loss the identity of the Taiwan citizens.  For future application for permanent residency in Taiwan, they shall reapply for residency and meet the relevant requirements.  Those who meet the relevant requirements may be permitted to obtain national I.D. of Taiwan citizens again.

IV.A photocopy of a Mainland Residents Taiwan Pass or a passport in item 6 of required documents may only apply to those applying to come to Taiwan again.
