How do I apply for independent travel?

II.Relevant information: the Regulations Governing the Approval for People from the Mainland Area Visiting Taiwan to Engage in Tourist Activities

Who will deliver those documents?

The applicant shall deliver relevant documents to a mainland tour group organizer where they shall use the NIA online application system to fill in the applicant? information and forward it to a travel agency in Taiwan for processing.

Who are eligible for application?

I.Anyone who is over 20 and has a bank deposit equivalent to NT$200,000 or more, a gold card issued by a bank, or annual job income equivalent to at least NT$500,000. ?The lineal and accompanying spouse may apply too.

Required documents

I.Application form: fill in the applicant? information by using our online application system saving a copy of print-out.

II.Resident I.D. of the Mainland Area, a Mainland Residents Taiwan Pass from PRC authorities valid for at least six months, hereinafter referred to as ?he I.D.?? ?he Pass?? and the ??? as personal travel endorsement page of the passport. ?Minor applicants who have not obtained the I.D. yet shall submit the PermanentResidents Registration Card.

III.A color, two-inch photo taken in front of the white background within two years. But those who attach the Pass with the date of issuance not exceeding two years do not need to submit another photo and can just use the scanned copy of their photo Pass. Attached photos should be in accordance with the specifications applying for national ID card and identified as the same person holding the I.D. and the Pass.? Should the required documents fail to be submitted, the application shall be rejected.

IV.Supporting documents for qualification:
1.Those applying in compliance with Paragraph 1, Subparagraph 2 of the Regulations shall provide one of the following financial documents. But an applicant who has visited Taiwan as an independent traveler within the preceding three years without infringing the law will be exempted from resubmitting any of following documents:
(1)A certificate of deposit account approving a deposit of NT$200,000 equivalent to 50,000 CNY for one month or more issued by a bank or a financial institution, or bank account details within the last month bearing the official stamp of a bank or financial institution.
(2)Supporting documents for any gold level credit card or above issued by the mainland banks or financial institutions such as gold, platinum or infinite card supporting documents, and a scanned, colored electronic credit card file.
(3)Salary income supporting documents for annual income of NT$500,000 or above, which is equivalent to 125,000 CNY or above.? For example, a company's income certificate issued by the company bearing the official seal.
(4)The accompanying lineal relatives and spouses shall submit a certificate of kinship.? For example, birth certificate, marriage certificate, a certificate of kinship or a household registration book issued and stamped by Public Security, proving they are staying in the same family.
2.For those qualify for Paragraph 2, Subparagraph 2 shall have the current school's student card or certificate.? Those who are not 20 yet shall provide a letter of consent from lineal relatives by blood.

V.Brief Itinerary: please login our online application system to fill in the dates you plan to arrive and leave Taiwan and the itinerary

VI.Emergency contact person: please follow the following rules to fill in emergency contact person information in our online system:
1.Emergency contact person should be one of the applicant? adult relatives.? Please also submit the application along with a photocopy of emergency contact person's I.D. or the certificate of kinship.? For example, the one living at the same household shall submit the whole household registration book and the one not living together or cannot prove the relationship shall submit birth certificates or a certificate of kinship issued by Public Security with an official stamp.
2.Should emergency contact person be the applicant's linear relatives by blood, siblings, or spouses, please provide the I.D. and the household registration book of emergency contact person.? Any other supporting documents are not required.
3.If the applicant has no relatives who can act as an emergency contact person, they are allowed to invite an officer or director of a tour group organizer from the Mainland Area as emergency contact person.? Please also submit the application along with emergency contact person's I.D. and the certificate of employment within the last month issued by a tour group organizer from the Mainland Area bearing the company? official stamp.

VII.Accompanying relatives from the Mainland Area: the applicants coming with lineal relatives or spouses should access to our online application system to fill in their relevant information.? The accompanying relatives may not fill in the information again.

VIII.Travel-related insurance policy or supporting documents:
1.Insurance policy should include medical and rehabilitation expenses; the total insurance coverage shall not be less than NT$2 million equivalent to 500,000 CNY.
2.The policy shall contain the applicant? personal name, the insured items, and insurance coverage.
3.If the content of the policy does not state the applicant's names one by one, please attach a roster of applicants with a stamped seal of an insurance company or a travel agency.

IX.Other supporting documents.

Guidance notes

I. In order to regulate people from the Mainland Area visiting Taiwan who engage in personal tourist activities, hereinafter referred to as independent traveler, hereby make the following regulations about application procedures and certification.

II.Suitable applicants:
People living in designated areas of the Mainland Area notified by authority and meet the following conditions may apply for permission to come to Taiwan and engage in? independent travel:
1.Anyone who is over 20 and has a bank deposit equivalent to NT$200,000 or more, a gold card issued by a bank, or annual salary income equivalent to at least NT$500,000. The lineal and accompanying spouse may apply too.
2.Any student over 18.

III.
Application method:Logon the computer to our operating platform for application, "Short-term Stay in Taiwan Online Application and Certification Management System for Residents from the Mainland, Hong Kong and Macao Areas," hereinafter referred to as the online application system, website: http://www.immigration.gov.tw/mp.asp?mp = mt.

IV. Application procedures and certification:
1.Hire a travel agency that the Tourism Bureau of the Ministry of Transportation and Communications has approved to handle personal travel business and that has already paid deposits, hereinafter referred to as ?aiwan travel agencies?? to access to the NIA online application system or apply on any counter of designated service centers; Taiwan travel agencies also may entrust the application to the Travel Agent Association of R.O.C. Taiwan, hereinafter referred to as ?he TAAT??
2.Application procedures:
(1)The applicant shall deliver relevant documents to a mainland tour group organizer where they shall use the offline version of NIA online application system to fill in the applicant? information.? As referred to in Paragraph 4, Subparagraph 1, Items of the regulations, original documents should be prepared and scanned as electronic files and forwarded to Taiwan travel agencies.
(2)Once Taiwan travel agencies or the TAAT prove the document submitted correct, they can access to our online application system for registration.? Our online application system requires the use of traditional Chinese characters.? ?After the application is certified by the NIA and paid by Taiwan travel agencies or by the TAAT, the quota will be distributed in order for the same or next day, and then the electronic file in PDF format for an Exit and Entry Permit can be downloaded on the issuing date.
3.Certification
(1)Taiwan travel agencies or the TAAT download the electronic file of the Exit and Entry Permit and print it out, then send it to a mainland tour group organizer, who further forwards to the applicant for presenting when entry.
(2)Taiwan travel agencies or the TAAT download the electronic file of an Exit and Entry Permit and send it to a mainland tour group organizer, who then prints it out and forwards to the applicant for presenting when entry.
(3)To maintain printing quality of the Exit and Entry Permit, either Taiwan travel agencies, the TAAT or any mainland tour group organizers should use the latest version of the PDF reader software to read and print electronic file of the Exit and Entry Permit.

4.Those have completed the application process may not apply for extra accompanying people again.

V. The daily quota for independent travelers is based on the announcement by Interior Ministry.

VI. Related issues:
1.Document Fee: NT$600 per person paid when applying via our online application system.
2.Processing period: two working days, i.e. 48 hours excluding national holidays.
3.Expiration date:
(1)The Exit and Entry Permit for people from the Mainland Area visiting Taiwan to engage in personal tourist activities will be valid for three months from the date of issuance.? However, the applicant shall arrive in Taiwan on the date posted on the ?xpected entry date?? box of the Exit and Entry Permit.? If the applicant needs to change the date of entry, he/she may print the Exit and Entry Permit again.
(2)Applicants should hold their Exit and Entry Permit issued by the NIA and the Pass issued by the Mainland Area valid for at least six months, and passport, to any airports and harbors designated by the Executive Yuan for exit and entry inspection.
4.Duration of Stay:
No more than 15 days counted from the next day of entry.
5.Special extension: for those hospitalized due to illness, facing disaster or other extraordinary accidents and could not leave Taiwan before their permit expire, Taiwan travel agencies should bring the following documents to the NIA county or city service centers applying for an extension, each no more than seven days:

(2)The original Exit and Entry Permit.
(3)Relevant supporting documents.
(4)Document fee NT$300.
6.If the applicant? actual entry date is inconsistent with the expected entry date when applying and the date of insurance coverage, the applicant shall submit a summary of itinerary and insurance policy effective on actual entry date before the entry, Taiwan travel agencies or the TAAT shall notify through our online application system or the designated service centers without downloading and printing out the Exit and Entry Permit again.
7.If those who have entered Taiwan holding a valid Exit and Entry Permit want to extend the exit date, they shall submit a brief itinerary, an insurance policy and a return ticket within the validity period during extension period and ask a travel agency or the TAAT to inform the NIA designated service centers.

VII. For those who have lost Exit and Entry Permit before entry shall followed certification regulations as referred to in Paragraph 5, Subparagraph 3 to regain the certification and hand it over to the applicant for entry inspection.? Applicants shall not apply for a replacement to the NIA after arriving at an airport or a harbor. Anyone who fails to comply with rules will be banned from entering in accordance with Article 17, Paragraph 1, and Subparagraph 1 of The Regulation Governing the Approval of People of the Mainland Area Visiting Taiwan for Purposes of Tourism.

VIII. For those who have lost the Exit and Entry Permit after entering, a replacement shall be applied and then printed out by a Taiwan travel agency or the TAAT by using our online system. Or the Permit shall be reissued by the NIA by visiting any of the NIA service center in person, by a Taiwan travel agency or the TAAT for applying a replacement. ?For those who find the Permit lost before leaving the airport or a harbor, they can go to any of our Border Affairs Corps in airports or harbors for a replacement issued by the NIA.

IX.For those have hired Taiwan travel agencies to apply for the Exit and Entry Permit by using the online application system and complete the payment, if the NIA finds that they are also doing other kinds of applications, their application for visiting Taiwan for tourist activities may not be allowed in accordance with Article 16, Paragraph 1, Subparagraph 12 of The Regulation Governing the Approval of People of the Mainland Area Visiting Taiwan for Purposes of Tourism.
