Hong Kong and Macau Residents

How do I apply for provisional entry?

一、 Suitable candidate:Residents of Hong Kong or Macau may apply for provisional entry and stay during the followings conditions:
(一) Those with a valid single entry permit, multiple entry visa, or multiple entry permit.
(二) Those who have been granted entry into ROC (i.e., those with previous applications approved and have entered ROC).
(三) Those born in Hong Kong or Macau. Residents of Hong Kong or Macau refers to those with permanent residency in Hong Kong or Macau without a foreign passport (BNO is not included) or those with a Portuguese passport issued in Macau prior to the end of the governing of the Portuguese government.
二、 Required documents:Hong Kong or Macau residents who wish to apply for provisional entry must provide the following:
(一) Application form
(二) A valid entry/exit permit, previous ROC entry certificates, or a Hong Kong or Macau passport that is valid for at least 6 months stating that the place of birth is Hong Kong or Macau.
(三) A Hong Kong or Macau passport that is valid for at least 6 months (returned after inspection)
(四) Flight or ship ticket and the return date must be within 30 days.
The aforementioned 2 documents must be supported by the following measures:
1. A previous ROC entry certificate held by a Hong Kong or Macau resident.
2. Those who have entered ROC prior to 1983 using Hong Kong or Macau ID with use the information stored in National Immigration Agency computer system for inspection purpose if the original document is not retained.
3. Those who have entered ROC prior to 1982 and have never entered ROC after 1983 may apply for a Entry/exit date certificate from the National Immigration Agency if the original document is not retained.
三、 Hong Kong or Macau residents may apply for a provisional entry using the following procedure:
(一) The application may be filed at a ROC airport or port designated by the Executive Yuan (NT$300 will be applicable if the requirements are met):
1. Individual application: Applied from a National Immigration Agency Service Counter at a ROC airport or port designated by the Executive Yuan (Taoyuan Airport, Kaohsiung Airport, Taichung Airport, Song San Airport, Keelong port, Taichung Port, Kaohsiung Port, Kinmen Shuei Tou Port, Matsu Fu Aou Port, Penghu Makung Port)
2. Group application: Groups can file the application via a travel agent or tour guide of the group the day before the arrival between 8.00am to 5.00pm at the National Immigration Agency service center at the airport or port of arrival. A provisional stay notification will be printed if the application meets the requirements. The application form and supporting documents must be faxed to the National Immigration Agency for processing during the arrival of the applicant. The Service Center will inform the travel agent via fax if the application is denied.

4. Hong Kong or Macau residents entering via Kinman, Matsu, or Penghu must act in accordance with the “Kinman, Matsu, Penghu and Mainland China traffic trial policy”.
(二) Internet application (free)
1. Online application
Website: https://nas.immigration.gov.tw/, will connect to the National Immigration Agency server.
2. The applicant may print the letter of approval after online inspection.
3. Please proceed to manual application if online application is denied.

四、 Application of provisional entry and residence by Hong Kong or Macau residents. The following measures will be taken in the application is denied according to the Policies for entry and residence permit of people of Hong Kong or Macau who wish to enter ROC article 9, clause 1:
(一) With concrete evidence proving criminal activity: the application will be denied.
(二) With concrete evidence proving that the applicant is of danger to the national security or society: the application will be denied.
(三) Those in violation of the Hong Kong or Macau relation policy article 47 causing illegal entry of Hong Kong or Macau residents into ROC: the application will be denied.
(四) Present employee of Mainland China District Administration, Military, Political Party: application will be denied. This is not applicable to current Mainland China “Representative” or “Administrative Committee” who have been granted entry by the Executive Yuan Taipei Economic and Cultural Office in Hong Kong or Macau.
(五) Those causing harm to the national interest, social security, public conduct or culture: the application will be denied.
(六) Those who have been denied entry due to legal violations or restriction: the application will be denied.
(七) Those who have been denied entry: the duration of denial ranges from 2-5 years starting from the day of departure.
(八) Those who have overstayed in ROC with an entry permit: the duration of denial ranges from 1-3 years starting from the day of departure. Application is allowed if article 9 , clause 2 of this policy is applicable or if the applicant has purchased a ticket and accepted deporting at the airport within 10 days after the overstay.
(九) Those who have participated in activities beyond the scope of approval: the duration of denial ranges from 1-3 years starting from the day of departure.
(十) Those who have entered ROC using a falsified identity or forged certificates: the duration of denial ranges from 2-5 years starting from the day of departure
(十一) Those who have not provided facts or provided false information during application: the duration of denial ranges from 2-5 years starting from the day of departure.
(十二) Those with unknown whereabouts in ROC for more than 2 months: the duration of denial ranges from 1-3 years starting from the day of departure.
五、 Attention for residence in ROC:
(一) Hong Kong or Macau residents who have been granted entry according to article 3, clause 1 and 2 may enter ROC once. The duration of stay allowed is 30 days upon arrival. Those who have overstayed will be deported and future applications will be denied and the entry/exit permit will be voided.
(二) Applicants with a valid entry/exit permit may retain the permit if it is used for the application.
(三) Applicants who do not fulfill the requirements will be deported via the original fleet or vessel or the earliest flight.
(四)

Online applications cannot be amended. Amendments must be filed to the Taipei Economic and Cultural Office in Hong Kong or Macau. If the information filled during online application is inconsistent with the information on the passport, the entry will be denied and entry can only be granted with a new application that has been approved.

六、 The flight or vessel service providers should examine the following passengers’ documents prior to boarding if the passenger is apply for entry as a Hong Kong or Macau resident:
(一) A Hong Kong or Macau passport that is valid for at least 6 months.
(二) Flight or ship ticket and the return date must be within 30 days.
