Hong Kong and Macau Residents

(Identification code HF157) I am underage end my parents have special contribution towards the education or social work for foreign Chinese in Hong Kong or Macau prior to the end of the British or Portuguese governance and have been verified by the Ministry of Education or Mainland Affairs Council and have obtained a ROC residence permit, can I apply for residence in ROC with him/her?

一、 Laws and regulations and suitable candidates: Policies for entry and residence permit of people of Hong Kong or Macau who wish to enter ROC article 17 and 29.
二、 Application procedures:
(一) People residing in Hong Kong or Macau: the application should be filed to the Taipei Economic and Cultural Office in Hong Kong or Macau.
(二) People residing in other countries: the application should be filed to a ROC embassy.
(三) People residing in ROC with a valid entry/exit permit and fulfilling the requirements: the application should be filed to the National Immigration Agency Service Centers in various cities and counties.
三、 Required documents:
(一) An application form for entering ROC with all the details filled. Please attach a 4.5x3.5cm in full color ID photo taken within 2 years without hat (same dimension as the ID photo).
(二) Original and copy of the Permanent ID of Hong Kong or Macau. The original copy will be returned after verification.
(三) A letter with indemnity signed by the guarantor personally. The original and copy of the guarantor’s National ID. The original copy will be returned after verification. (Not required for HF168, HF192 and HF193)
(四) Criminal records of recent 5 years in Hong Kong or Macau issued within 3 months. Not required for those below the age of 20.
(五) Health examination certificate (A health examination report as per the requirements of the Department of Health. The report must be issued within 3 months). The health report is not required if the party is below the age of 6 but a copy of the vaccination report must be attached.
(六) Certificate fee is NT$1300 for those filing the application overseas and NT$1000 for those residing in ROC who wish to apply for a ROC residence permit (IC card). (Holders of the above permits must apply for entry/exit approval from the National Immigration Agency Service Centers prior to leaving the country). The cost for the application of certificate and ROC residence permit (IC card) together is NT$2600. (The applicant must enter the country prior to a new application but HF168 is not eligible for a ROC residence permit).
(七) Authorization letter: An authorization letter must be provided if a representative is appointed and the letter must be signed or stamped by the representative personally. The application form must be signed or stamped by a representative of the travel agent if a travel agent is employed for the delivery of the application. An authorization letter is not required if a travel agent is employed.
(八) The entry/exit permit must be provided if the application is filed during stay in ROC.

(十) According to the Policies for entry and residence permit of people of Hong Kong or Macau who wish to enter ROC article 17, clause 1 and 16, those applying for residence for religious missionary or research purposes must provide the following documents (2 copies each):
1. Proposal (stating the theme of the religious activity, objective of the activity, activity content, activity date and venue, invitation reason, funding source, activity concept or origin. The name, person in charge, address, telephone, and date must be provided by the invitation unit. Details of participating units or assisting units must also be provided). (Table of detailed content – attachment 2)
2. Copy of the invitation letter or timetable of the religious activity and the participants name list.
3. Original and copy of the business registry of the invitation unit. Religious groups must provide a copy of the business registry that has been registered for a least 1 year and the financial certificate of the recent year (including budget and finance report) for inspection.
4. Other relative academic or employment certificates.
5. Other documents required by the agency.
(十一) Authentication certificate for Hong Kong or Macau Identity.
四、 Attention:
(一) Certificates issued in Mainland China, Hong Kong, Macau, or other countries must be authenticated by Straits Exchange Foundation, a ROC embassy, or the Taipei Economic and Cultural Office. The document must be authenticated by a foreign embassy if it is written in a foreign language and a translation issued by the foreign embassy or local notarizing agent. Please fill in the vaccination report in the ROC Department of Health if the original report is in a foreign report.
(二) Residence in ROC for a certain period of time is defined as: Resided in ROC for at least 2 years and have resided in ROC for at least 270 days per year prior to the application.
(三) Those who have resided in ROC for a certain period of time with the residence requirement still valid (Applications according to the principle of dependence via marriage or adoption must be retained for at least 3 years. This is not applicable to those born within the marriage period) may apply for residence in ROC. (HF168, HF171, HF172, HF181, HF187, HF188,  HF190, HF191, HF192, HF193 may not apply)
(四) Those with a valid reason to reside in ROC may apply for an extension prior the expiration of the ROC residence permit or entry/exit permit but the extension must not exceed 2 years. The extension must not exceed the employment date for those applying due to employment reasons and the extension must not exceed 2 years. (The application must be filed 30 days prior to the expiration with the following documents: 1. Application form, 2. ROC residence permit or entry/exit permit, 3. Other relative documents).
(五) For those who have overstayed in ROC with an entry permit for more than 30 days and less than 1 year, the duration of denial is 1 year starting from the day of departure. Those who have overstayed in ROC for more than 1 year and less than 2 year, the duration of denial is 2 years starting from the day of departure, and the denial duration is 3 years starting from the day of departure for those who have overstayed for 2 years.
(六) According to the policy for residents of Hong Kong or Macau entering and residing in ROC article 5, clause 1 and 2: application to enter or reside in ROC with missing documents must be provided within 3 days after receiving the notification. The application will be denied if the applicant fails to do so or the provided documents do not meet the requirements.
