Regulation for keeping pets in Taiwan

I. Important Regulations

1.   The pet registration program was implemented on the 1st of September 1999 to manage pet registration effectively and to reduce the number of stray dogs. The program includes: Pet Record Registration, Chip implantation, and wearing of tags.

2.Owners must register their pets at the county livestock disease control center within 4 months after pet’s birth. A fine of NT$ 3,000~15,000 will be imposed on violators according to Article 31 of the Animal Protection Law.
II.Quarantine

1.Entry:


(1)Upon pet’s arrival at the destination port, quarantine and inspection must be applied at the port’s quarantine counter. Import permit or approval letter with quarantine requirements, veterinary certificate issued by the animal quarantine authority of the exporting country, and other required documents must be provided. The pet may be released immediately after inspection or may be subjected to post-entry quarantine in accordance with relevant quarantine regulations.
(2)The party who intends to enter with dogs and cats via Taiwan Taoyuan (CKS) Airport should file the application to the Hsinchu Branch, and those intending to enter via Kaohsiung Airport should file the application to the Kaohsiung Airport Inspection Station of Kaohsiung Branch. For entry of other animals, the application should be filed to the Bureau of Animal and Plant Health Inspection and Quarantine headquarter (BAPHIQ).

2.Export:


(1)Please verify with a veterinarian to ensure that the pet is fit for long distance travelling and the necessary precautions to be taken during the journey. Please contact the respective airlines or shipping company for inquires of relative preparations. If transit via a third party is necessary, please check with the country’s relative authorities for relevant regulations and ensure that the country of destination allows transit from the respective countries.
(2)Export quarantine should be conducted in accordance with the regulations and requirements of the country of destination. Please apply for an import permit from the country of destination and apply for export quarantine inspection in accordance with the requirements stated on the import permit. Application for export quarantine can be made at the nearest branch offices or inspection stations of BAPHIQ.
III.Inquiry Service

1.Pet registration can be made in most animal hospitals or livestock disease control centers (LDCCs) of various counties or cities.

2.Most animal hospitals can provide medical treatment, vaccination, health examination, and registration services for pets. Animal hospitals will be able to provide most information relative to animals or transferal services will be provided.

IV.
Death of animals:

1. Deceased pets should be reported to the pet registration authorities.
2. The Taipei and Kaohsiung City Governments provide cremation services for pets. Information on the relevant documents and fees are available from the Taipei Municipal Institute for Animal Health (Tel: 02-87897158) or Animal Health and Inspection Institute, Bureau of Economic Affairs, Kaohsiung City Government (Tel: 07-5519059).
3.Private organizations also provide cremation services. Please contact the local animal hospital or the organizations for more information.
