What should be noted about entry/exit customs declaration?

I. Guidelines foe Entry Customs Declaration
Inward passengers carrying controlled or restricted articles into the country under one of the following circumstances are obliged to declare such items in the “ROC Customs Declaration Form” submitted to customs and pass through the “Goods to Declare” counter (i.e., the Red Channel) for customs inspection and clearance:
1. Red Channel Clearance:
(1) Carrying luggage or goods with total value exceeding duty-free allowance of NT$20,000 or cigarettes and liquor exceeding duty-free allowance (200 cigarettes or 25 cigars or 1 pound of tobacco, 1 liter of alcoholic beverages).
(2) Carrying foreign currencies more than US$10,000.
(3) Carrying cash in New Taiwan Dollars amounting to NT$100,000 or more.
(4) Carrying gold valued at US$20,000 or more.
(5) Carrying cash in Renminbi amounting to RMB20,000 or more.
(6) Carrying aquatic products, animal or plant products or any endangered species of wildlife or products thereof (link to Council of Agriculture, Executive Yuan).
(7) Carrying unaccompanied luggage.
(8) Carrying negotiable securities with face value in excess of US$10,000 or its equivalent.
(9) Other matters non-compliant with the duty-free regulations or requiring customs declaration or where inspection before clearance is required by law.
(10) Where an inward passenger is in doubt whether luggage or goods carried qualify for the green line counter clearance convenience, passenger should file a declaration to the “Goods to Declare” counter (Red Channel).
2. Green Channel Clearance:
Passengers without the above situations do not need to complete the declaration form and can choose to pass through the “Nothing to Declare” counter (i.e., the Green Channel).
3. Forbidden Articles:
(1) Drugs listed under the “Act for the Control of Narcotics”. (such as heroin, morphine, opium, cocaine, marijuana, amphetamine, etc.)
(2) Firearms (such as shotguns, air guns, fishing guns, etc.), ammunition (such as bombs, cartridges, and explosives, etc.), assault knives and other weapons prescribed under the “Act Governing the Control of Guns, Ammunition and Knives.”
(3) Any wild animals, endangered wildlife species and products thereof are banned to be imported or exported, unless a permit issued by the BAPHIQ is obtained in advance; if the species are CITES-listed, the CITES import/ export permit is required.
(4) Objects infringing upon patent rights, trademark rights and copyrights.
(5) Fake or spurious currencies or securities, or moulds for printing counterfeit currency.
(6) All restricted substances and drugs of non-prescription or non-medicinal nature (incl. marijuana).
(7) Fruits, live animals, plants and their products. Please consult the BAPHIQ for the import and export of pets, plants and products thereof.
(8) Other objects that cannot be imported in accordance with law.

II. Guidelines for Exit Customs Declaration
Forbidden Articles:
1. Copied books, audio tapes, video tapes, CD-ROMs and computer software without legal authorization.
2. Artifacts listed under Cultural Heritage Preservation Act.
3. Guns (such as shotgun, air gun, fishing fun, etc.), ammunition (such as artillery, bullet, bomb, explosive, etc.) and knives listed under Gun, Ammunition and Knife Control Act.
4. Forged or altered currency, securities and counterfeit currency minting molds.
5. Drugs listed under Drug Hazard Prevention Act (such as heroin, morphine, opium, cocaine, marijuana, amphetamine, etc.)
6. No living wild animal, conserved wild animal or plant and the products thereof may be imported without permit from the Council of Agriculture of the Executive Yuan.  For CITES controlled items, CITES certificate must be submitted for customs declaration and inspection.
7. Other objects that cannot be imported in accordance with law.
