People of the Mainland China Area

If I used to have a ROC household registration but have resided in Mainland Area for more than 4 years, how do I apply for permanent residency?

Status confirmation

I.Those who used to have a household registration in Taiwan but lived in the Mainland Area for over four years.

II.Relevant information:the notice for people of the Mainland Area applying for permanent residency in Taiwan-those have lived in the Mainland Area for over four consecutive years causing identity change want to retain the identity of Taiwan citizens and return for permanent residence.

Who will deliver those documents?

I.In person.

II.Applicants in the Mainland Area: the spouses of Taiwan citizens or blood relatives within the third degree of kinship who should provide their certificate of kinship for inspection or class-A or above travel agencies and immigration service organizations on behalf of applicants apply to the NIA.? If no spouses or blood relatives within the third degree of kinship, the applicants can authorize a representative or send a registered mail for application.

Who are eligible for application?

Those who used to have a household registration in Taiwan but not in the Mainland Area or hold a mainland passport.

Where to apply?

I.Applicants in the Mainland Area: Applicants in the Mainland Area: the spouses of Taiwan citizens or blood relatives within the third degree of kinship who should provide their certificate of kinship for inspection or class-A or above travel agencies and immigration service organizations on behalf of applicants apply to the NIA.

II.Applicants in Hong Kong or Macau: apply to Taipei Economic and Cultural Office in Hong Kong or Macau. The addresses are as indicated below respectively:
4th Fl., Tower One, Lippo Centre, 89 Queensway, Hong Kong
Al. Dr. Carlos d'Assumpcao, No. 411- 417, Edif. Dynasty Plaza, 5 Andar J-O, Macau

III.Overseas applicants: apply to embassies of the ROC, representative offices, offices or other institutions authorized by the Ministry of Foreign Affairs.

IV.Applicants in Taiwan: apply in person, and submit the original of a valid Exit and Entry Permit.

Required documents

I.A permanent residency application form and a photo in color taken within two years in 4.5cm length and 3.5dm width where the head is not wearing a hat, glasses with tinted lenses, clearly visible without any covering, between 3.2cm and 3.6cm of the image's total height from the bottom of the chin to the top of the head.? The photo shall also be taken in full face and half body in front of the white background, printed out with thin glossy color paper, and shall not be modified or use photomontage.

II.Relevant supporting documents to prove applicants not having a house registration in the Mainland Area or holding a mainland passport.? The supporting documents issued from the mainland or overseas are subject to the approval of the Straits Exchange Foundation or our offices abroad.

III.Supporting documents proving applicants used to have a house registration in Taiwan.

IV.Other relevant documents: if necessary, the competent authority may require other relevant documents.

V.Power of Attorney: those who authorize others to apply should attach a power of attorney.? The supporting documents issued from the mainland or overseas are subject to the approval of the Straits Exchange Foundation or our offices abroad.

VI.Certification fee is NT$900 for applicants in the Mainland Area or overseas or NT$600 for applicants in Taiwan.? Please fill in the recipient's name and address on the prepaid registered envelope.? Those who pick up in person are exempted.

Guidance notes

I.The people of the Mainland Area who used to have a household registration referred to in the previous item do not include those who did not have a household registration and obtained the I.D. for Taiwan citizens and then retain the identity as people of the Mainland Area.?? Please pay special attention to this regulation.

II.Those who apply for retaining the identity of Taiwan citizens and return to Taiwan for permanent residence shall lose their qualification due to the following circumstances:
1.Applicants who hold or used to hold positions in the mainland party, military, administrative or political authorities or organizations, groups or who belong or used to belong to one of its members.
2.Those who have impaired national security and put social stability in danger based on sufficient evidence: i.e. those who has participated, used to participate, or fund groups causing internal chaos and foreign threats or their activities; those who has participated, used to participate, or fund terrorism, violence and criminal organization or its activities; those suspected of major serious crimes outside the territory of Taiwan.
